old box
4 pieces of scrap wood cut into 1" squares
paint/brushes
four casters
two handles
drill
screws
file hangers

Steps:

1. Paint box as desired and allow to dry.
2. Attach handles on both sides of the box with wood screws.
3. Pre-drill holes in the ends of the metal file hangers (scrap squares of wood )(figure A).
4. To allow for clearance between the file hangers and the side of the cabinet , nail the file hangers to small cubes and then to the cabinet (figure B).
5. Attach casters to bottom corners and add files (figure C).
